About the instructor:
Dr. Hélder Albino Dombole is a General Practitioner and Specialist in Public Health Emergency Management, with extensive experience in leading public health programs and strengthening health systems in Mozambique. He currently serves as Provincial Chief Medical Officer for Tete Province.
Between 2020 and 2025, he served as Head of the Department of Public Health at the Provincial Health Services (SPS), leading initiatives in the areas of disease prevention, epidemiological surveillance, and community health strengthening. Previously, he served as District Chief Medical Officer for Marara District, where he gained solid experience in managing health challenges at the local level.
Throughout his career, he has contributed to the development of strategies for responding to public health emergencies, controlling malaria, and strengthening community participation in health care. His work reflects a strong commitment to improving access to health services and promoting sustainable solutions to public health challenges.

This presentation will discuss the experience of Tete Province in implementing the Community Health Subsystem, highlighting the contribution of CHWs to malaria control and to strengthening the link between communities and health services. The session will present practical examples of the results achieved, as well as the main operational, logistical, and human resource challenges that influence the quality of community interventions and may compromise the speed and effectiveness of the response to malaria.
Participants will have the opportunity to better understand the existing opportunities to strengthen community health systems, improve service delivery, and enhance the impact of malaria control strategies in high-transmission settings.
